this doesn't surprise me at all...years ago, we seldom saw anyone come out of high school with a 4.0 GPA...nowdays, it is pretty common.

My kids are in TX and they get one retake and the highest grade they can earn is a 70, but they don't get the option on finals.

Dr. Parent let's you come in early and take a 5-question quiz. If you have an A and ace the quiz, you get to skip the final. If you have a B and get at least 4, you get to skip the final. If you get 3 or worse, you have to take the final on the spot. If you have an A and get 4 you can take a B or take the final on the spot.
He mainly does it because it's possible to have 3 finals in one day, bit he also promotes it as gaming.

Ours are still on a 4.0 scale. But you can earn an extra quality point for honors or AP classes, so some people graduate with higher than a 4.0 GPA.

Right. Honors and/or AP classes grade an A as a 5.0 instead of a 4.0 like on-level classes.
So if you take all honors classes and get straight A's, you will have a 5.0 GPA.

True but in a lot of places no one would ever get re-elected to the school board if the schools only graduated students who met real standards for measuring their competency
kind of like the reason Social Security and Medicare won't get fixed until they bankrupt the country or get close to it

I'm a teacher here in the Lafayette area. If you knew the amount of shady stuff that goes on, you'd want to throw up. Grade recovery, credit recovery, kids that get tests read aloud, kids that get unlimited time, kids that only have to take half of the test, kids that can only have true/false and multiple choice (no short answer/essay), kids that I am required to give a completed study guide to that contains all of the correct answers. It's a joke.
I would guestimate that probably half of my kids that have these IEP accomodations, are simply working the system and getting a free pass. They sleep during lessons, refuse to do assignments/projects/homework, and never crack a book or review a note as far as studying.

Everything in public education is test/test results driven. The schools (teachers) are forced to teach the tests. Otherwise the results are unacceptable.

This can't be real right? Like this ha to be a form of fraud. How is this any different than simply giving them the test ahead of time?

Only teaching the kids to pass a standardized test doesn't prepare them for life outside of a learning institution. It only teaches them to pass that particular test.
And btw that doesn't prepare them for college either.

Not exactly, some classes don't have an AP option, so you can only get 4.0 credit in them
