"I am blessed and a little biased". What Does That Message Say To You?

There is a campaign commercial in which a member of a candidate's family says some good things about the candidate then says something like "but I am blessed and a little biased" or something like that.
When someone says they are biased you would consider their opinion somewhat inflated right?
Its not a big issue at all and I doubt most people will even catch it, but if you are trying to talk someone up and sell them to people.. Would you tell them the good things about that person then say "but my opinion is biased"?

Right. But to say it just makes it seem like she her opinion is inflated.
Like if someone says "I know Bama will win tomorrow, but I am a huge fan so I am biased".. Then you don't take their opinion as serious because their opinion is biased and they are not going to say otherwise.....
