Hypothetically, what kind of money/force would it take to commandeer NE Mexico?

Let's say a bunch of billionaires, including Elon Musk got together with people in Israel, South Africa (whites that are fleeing), Hong Kong, and Taiwan and decided to make a new home country. What would it take for them to take control over and maintain NW Mexico? Keep the Mexicans, but add Israelis, Boers, Asians, and a bunch of baws to the mix to create a new, better country with tech supremacy.
It would include Monterrey which is a world class city waiting to happen, once it gets out from under the shadow of cartels.

If it becomes a new Israel then no, the CIA operates at the behest of the new country. Basically a sister nation of Israel but not surrounded by people that want to bomb them.

The premise was you are given 5 billion dollars and dropped somewhere in sub-Saharan Africa with a guide/translator. Could you take over the area and make yourself essentially a warlord of a new country?

I think that's your answer. The problem wouldn't be taking it, as much as it would be stopping the cartel insurgency from retaliating. There would need to be the expulsion of anyone that didn't agree with the new program of frowning on the bribing of public officials, etc., otherwise it'd be dead in the water.
But someone like Sleepy Joe would just surrender it after we took it anyway.

When i visited Monterrey last spring a few times for work they were on the verge of running out of Water; Its a dope city- but I’m not sure I’d want to conquer it

You’d be more successful if you took Cozumel island, Baja, or the Yucatán Peninsula. That way you’re defending coastline on 3-4 sides.
