It likely means the next report that comes out will show that this storm has strengthened to between 916-920MB which will surely correlate to an increase in the eye temps and max sustained winds. Basically it is till getting stronger.

916 mb (millibars) is a measure of pressure. Generally, the lower the pressure, the stronger the storm. Katrina's lowest was 902

By the time he finds out it maybe to late to leave. They are not many routes heading out and there will be thousands heading north once the signal is given.
