If we have such a system, then why has TFR dropped for all ethnic groups? White people (as well as Asians) have hovered around 1.7-1.8 for nearly 4 decades, while the US generally had replacement rates overall, which meant that the country was heavily reliant on non-white ethnic classifications in order to remain above replacement.

One would think that protection from financial repercussions would keep rates above replacement, but the issue is obviously more complicated, as none of the programs started in countries that have been below replacement to incentivize childbirth (such as free childcare) for a long time have produced an appreciable increase in the TFR of a country.

The Demographic Transition Model is rather resilient, in that no one has increased sub-replacement TFR to replacement TFR, save for one notable example in Romania. The market fundamentalist approach of incentives hasn't worked all that well in raising TFR, and we have now upwards of 30 years of data to attest to that.

.....good for Hungary. So while socialist America is aborting babies (and future workers) and killing off the elderly and physically handicapped Hungary will have grown a population fully able to support economic expansion. What a great idea......grow your own workers. Instead of importing radical muslim workers who slice-and-dice innocent people on the streets, roads, bridges.
