You might want to pull the financials about the Ms Band printing money. You would be wrong. They can’t even pay minimal bills.

The indian tribes are required to operate as not for profit. The chickasaw own the Winstar casino, but they flat out don't abide by the law. The state fines them for operating at a profit, but the fine is so paltry to the chickasaw nation that they just pay it and it's a substantial amount of money for the state.
Some of the smaller tribes that play by the rules are issuing checks similar to what your buddy is taking.
I would say they have taken care of the indian people.
