just depends really

if I knew I was in close proximity to someone that tested positive, and I got sick a few days later, I doubt I would get tested and just assume I was positive and quarantine

I wouldn't get tested over an "itchy throat" and I wouldn't fully quarantine, but I'd limit interactions, just as I would anytime I thought I was getting sick

I'd get tested if I had fever and body aches though

And what if you had to be around another person... or go to the store or maybe you had to go get your relative from an old folks home... would you wear a mask?

Your first statement "flu cases down" is as compared to typical seasons. We don't know what a "typical" maskless covid season is.
