Some city codes dictate which side the shitty side has to be on. Check the codes before building if applicable.

I dont understand this shite side out movement. SWIDT?
If even 1% of your reason to build a fence is safety, why build the fence with an easy step to assist in climbing over.
Of course a person can scale the flat side and hop over as well, but its certainly easier if you give them a step.
Also, how bout curb appeal. Your backwards fence looks stupid from the road brah.

I see a lot of people saying that you should just tell him you're building a fence, that's terrible advice don't do that.
Neighbors are like dogs and children, you need to manipulate the shite out of them to get what you want (in this case your fence). So you need to make him think the fence was his idea. Get a really big dog on a really flimsy leash or start sunbathing nude. He'll be asking for a fence in no time and you can tell him he has a great idea. Win win.

Does your neighborhood have an HOA? If so you need to approach them about the fence.
