I don't sip so I can add more... but I do fill up to the absolute top, and drink a bit off the top so there is space to cover it / put straw in.

Line behind you? Are you eating there or are you getting it to go? If you are eating there, then take your fricking soda, and go to your table, refill when you are done. Getting it to go? If you already have your food, I think that one large gulp is acceptable. If you are still waiting for your to-go order, then you need to not take any sips, and just refill after you get your bag of food.

Here is how almost all customers get a fountain drink.
Select cup and fill to overflowing with ice.
Pour out excess ice.
Fill to overflowing with drink of choice.
Pour off foam (and excess drink.
Fill again to overflowing.
Drink as much as a human can possibly imbibe in one huge gulp.
Fill again to excess.
Place lid on cup and transport the entire dripping mess to the register.
Leave mess at register counter, including paper from straw.
Exit store.
Select cup and fill to overflowing with ice.

Fill again to overflowing.

The greatest pleasure in consuming a soda fountain Coke is when you get to the bottom of the cup and suck on the ice cubes to get every last drop of that syrupy goodness.
