How long do you wait to tap your horn?

Was sitting at the light…the driver in front of me was distracted, i almost tapped my horn to get their attention but they started moving as i was preparing to do it.
This got me thinking - how long is the appropriate time to wait before tapping your horn at distracted drivers at red lights?
I guess my internal time is 3sec.

Light goes green
Let foot off brake
Roll forward without hitting accelerator
If I have to hit the brake so I don't hit them then the horn gets hit.
Soft tap horn, less than half a second.

I'm more of a quick flash of the lights that gives them a "did someone just flash lights at me?" perplexment.
It seems to bounce the beam right from the side mirror into their eyes while they're looking at the phone.

3 seconds, then you get a short honk. No movement after gets you the whole fist.

Ill give it 3-4 seconds, but just a light horn tap.
I learned over the years that Ive been the person in the front that gets distracted for a few seconds plenty of times before.

As soon as it turns green I lay on the horn and floor it into the back of the person in front of me. My insurance is sky high but people are learning lessons all over town

Unfortunately, the horn on my Ram truck is either OFF or FULL BLAST. There is no beep, beep mode.
