Work was being done on I-22 between Memphis and Birmingham when I commuted to school in the early 80's. I want to say it was completed sometime in the teens. I know it wasn't done in the 00's.

Lol, good luck getting a contractor to bid that job.

There is an insane amount of risk in roadway construction, especially in and around the New Orleans area. Contractors are given shitty plans, with only a general idea of the subsurface condition. Upon discovery of some unknown condition (an unmarked Entergy line, some 85 year old drainage pipe, etc.), it’s takes the public owner a month to respond to the contractor’s RFI and another month to approve the corresponding change order. In that time, there have been 20 rain days and four people have driven into the exposed hole. At that point you are dealing with four letters from Morris Bart and a piece of paper that entitles you to payment 120 days after you’ve completed the work.

They are in every road and bridge construction project I've ever seen. Some projects will have incentives for finishing early, but those are somewhat rare, it usually only punishment for finishing late. Time can be extended for projects due to change orders, rain days, etc. but there is a limit to those. Bigger companies with political pull might be able to get extended time for other circumstances, but at the end of the day the longer a project drags on the more heat representatives in that district will get from voters so eventually a damn good reason will be needed.

Seems like they’ve been working on Juban Rd for at least 9 years and still are nowhere close to finish making 0.75 miles into 4 lanes yet so 9 months seems little to complain about.

Main problem is its way more complicated to build/expand roads when there is stuff built around the road (you have to worry about construction damage) and people want to continue to use the road. If in theory you could close I-10 both ways for one year you could get 90% of the construction done.

About 7-8 years ago the City and RTA needed to replace the streetcar tracks and rebuild the cemeteries intersection. The City and RTA decided to shut down the entire intersection for 4 weeks during the summer to do the work. Other option was taking 9-12 months to do it at double the cost. People yelled and screamed and politicians almost got the plans changed at the 11th hour. But the project got done, on time and on budget, and traffic wasn't even that bad because people changed their schedules and used other routes.

Road construction is not the only issue. I drive by a construction site on my way to work. It is an apartment complex. The right lane has been shut down for over a month. I could be wrong but doubt that they are going to build apartments in the street.

They took almost a year and a half fixing 165 from sterlington to Bastrop. I only saw guys out there once every three months. No joke, I drive that daily.

It's gotta be a scam.

As someone who’s in the business, I would bet they are moving utilities. We have a project that would take us a week, but because of utilities needing moved, it’s a 2 year job

The thing that pisses me off is I have been looking at this road construction (main road out of my neighborhood) and all they have to do is line the fricking pavement. 7 months now waiting on them to line the fricking pavement..

So we have one lane each way when we could have 3-4 lanes each way. It’s a nightmare.

Just remove the cones and open up the new lanes. 7 months ago, this shite could have been done and traffic flowing amazing.
