How cuck is this?

At lunch with coworkers, none great friends. We discussed vasectomys and related topics.
This guy has had 2-3 kids, and apparently uses condoms as wife doesn't like mess or wet spot. So he had his balls surgically altered but wears a condom with his wife during the 1-2 times they have sex a month.
I have one kid, wish I could have sex more, but is this normal? Sounds cuckish to me.

I know guy whose wife insisted on this as well. At first I was like WTF?! But apparently some women are very particular about this, and not necessarily only the low sex drive ones.
