How are murders still unsolved in this day and age?

There is a case from Concordia Parish about a guy that was tortured and killed. Evidence all over the crime scene and there is an obvious suspect but charges weren't filled because of lack of evidence.
I know its a small parish sheriff department but if they can't handle it, wouldn't another department like state police or FBI step in?

To answer your question, I read a book earlier today that had a giant AI who had access to all of earth’s information and solved all unsolved crimes almost immediately suggesting that people don’t have a true thirst for justice, they just want to see vengeance

But that isn't the situation in this case. The boy went missing. Month or so later his remains found in a remote area by the suspects camp. Victim and suspect are related and hung out together. Both were involved in drugs. Crime scene still has the strap that he was tied to tree with. Tools, water bottles and lots of other items were never removed so doubtful they were tested for anything. I'm pretty sure after no charges were brought against the suspect by the grand jury that the case was closed. It's just crazy to me that a small town would have such a brutal murder that it couldn't be solved.

No. There are jurisdictional issues and one department can't just come in and take over.

How sure are you that finding the body near a location where someone who knew him camped makes that person a suspect that deserves to be prosecuted for the crime of murder?
Does the fact that they both used drugs together make him a suspect? They were friends, right? Is it so unusual for people who use drugs together to be friends?
Outside of these two pieces of information, what else makes the friend a suspect in a murder?
