Start a mandatory dress code and raise admission prices. Must be accompanied by an adult unless 21 & up. That would keep this trash out and stop ruining a great event.

Yes, but eventually the core is rotted out to the point where it can be reclaimed. Hipsters have done a solid job of taking decrepit buildings and turning them into coffee shops

Just take light rail in and proceed directly into the venue. The carnival is where all this shite goes down, and it's easy to avoid.
