Saw one of these for the first time about a week ago. It's on Jefferson Highway in Harahan/River Ridge. Never knew that they existed before that.

They've been in grocery stores all over town for as long as I can remember.
It's usually old people filling up so they probably remember every skunky water scare that was ever on the news.
Plus, like someone else said, Mexican landscaping and construction crews are ubiquitous in Houston. White people here don't mow their own lawns anymore unless they can knock it out at 6AM on a Saturday when no one will see them.

We would use the ones all the time that are in front of the grocery store. Quarter per gallon to fill it up. No one here in PHX area drinks regular tap water, doesn't taste good and you can see tiny things floating in it if you look closely. Most people either use a Brita filter thing on their faucet or a filtered pitcher or they just buy bottled water or gallon jugs of water.
I got lazy and hated filling them up. Now I just buy the gallon jugs. Should just buy a Brita pitcher.

We rent this house....I ain't buying a new fridge, I'll make do with the one provided by our landlord(even though it doesn't have an in door ice/water dispenser).
Eta: but could be a feature I look for when we buy a home

I own and rent 2 houses in Metry, you seriously can get away with no refrigerator? It's unbelievable the shite seemingly middle class people will leave in a fridge and bolt with the power shut off. Those pre-marinated and sealed pork roasts should be handled by a bomb squad because just touching them will make them explode in your face if left to spoil. Seriously might do a small discount on the rent to see if I can get away with this...
