It is.
Not that I am a fan of more government, but I have to wonder if NOLA or SE Louisiana should have a flood district. Or repurpose an existing entity (maybe one of the levee districts) to do this.
If we had real-time maps of canal levels, water on road levels, and rainfall, might make for a better ability to deal with these issues.

I can’t recall hearing that TexS was closed at the TX/LA border due to weather before. It may have happed but I can’t remember that.

I didn't check the weather forecast this morning. I left home at 06:30 and the rain had stopped with just lightening popping off in the distance. The roads were dry and based on the conditions it seemed everything had passed. Halfway to work they played the weather on the radio and it said they expected the storm to move SW over Houston. I thought about turning around but didn't. I can absolutely see how people who were commuting early this AM were caught off guard.
