This is not true at all. As a rule, applications for PPP required 2 year business tax returns and recent financial statements for bank underwriters to determine historical payroll expenses. The PPP loan amount was calculated using historical payroll, whether it be $1,000 or $3,000,000. There is no “minimum” loan amount

Completely false, the amount of money that businesses received was based on previous payroll expenses. Which means that this guy not only misused the funds, but also submitted fraudulent documents to secure the funds to begin with.

which is exactly why they should also go after the institution that approved and submitted this guys request.
the banks were the gatekeepers on this stuff.

I’m pretty sure they were told to green light all PPP requests unless something was obviously off.
The plan was to get the help out ASAP and sort this stuff out in the aftermath.

Essentially. The government expected every bank to maintain their own underwriting standards but also urged the institutions to helps businesses as quickly as possible. Banks were caught in a pickle trying to underwrite thousands of PPP applications with minimal guidance within a short time frame to support their borrowers. There will surely be instances of falsified documents that slithered through the cracks of the streamlined underwriting processes, which is likely what happened here.
