Why is it the government’s responsibility to help an American citizen on lockdown due to a decision by another country’s government?

From what I read in the NYT article Trump and the US has been negotiating to get a plane to Wuhan to get US citizens out. Another article I read made it sounds more like the plane was for state dept. personal and their family only.
If they can send 1 plane can they not send 5? sounds like there are over 1000 US ex Pat's in wuhan and the plane only holds 230.
Also the fact remains that we are 4 hrs away from wuhan and the highways are closed so I'm not sure we can even get there.m but any attention we can draw to this situation may help.

Correct my wife is chinese and we are visiting her family (including her elderly grandfather who pretty much raised her) for chinese new year.
I was also apprehensive ab bringing a baby here (we also brought our 3 y/o over here in 2016 when he was 8 weeks) but my 1 non-negotiable was waiting til 8 weeks when they have had their boosters.
Sorry I didnt plan on a worldwide health emergency breaking loose 4 hrs down the road.
