A student was living with relatives or friends because they had recently migrated or were illegals:

A student moved in with granny because they didn't know their dad, and mom went to dry out in a clinic:
classified as Homeless on registration forms
A student had to relocate while their home was being repaired due to a storm:
classified as Homeless on registration forms
A student went to live with a relative due to a death:
classified as Homeless on registration forms
A student was incarcerated and received educational services:
classified as Homeless on registration forms
A student was placed under medical supervision after making repeated threats and received educational services:
classified as Homeless on registration forms
A family moves out of their home, while waiting on a new residence to finish construction:
classified as Homeless on registration forms

I understand what you're saying and agree that it should be a "you problem". Unfortunately, they become a drain on taxpayer funded resources. Unless that changes it makes it a societal problem. That doesn't change the fact that it's 100% the fault of the junkie, but as taxpayers, we're the ones that are ultimately on the hook.

Well, considering this has nothing to do with the argument you were refuting, and is the first time you've even brought up this argument, it is actually impossible for me to be spinning anything.
