Personally and professionally, he gets a lunch hour to use his time to take care of personal matters. I'm all for a non-micro managed workplace, because I think its healthy and allows the real achievers to rise to the forefront. That said, in my opinion, it's a respect issue. Until you address the expectations for a healthy balance of work and socializing in the workplace, you are going to be "irked". He doesn't really respect you or his co-workers, and is doing what he is allowed to do.

I'm curious about what to are selling that has 18-20 year old sales people? The only people I know who employs that age range for sales is Hoover vacuums, door to door coupon books, magazines subscriptions, and UVerse marketing affiliates.

As I read this I immediately came to the conclusion this guy is a green best buy sup because I use to be one before graduating and these are typical situations for a retail sup to go through lol.

This isn't even remotely a close call. Tell him to come to your office for a private meeting and remind him that if he wants to spend his lunch half hour with her so be it, but working hours are for working. Hopefully he'll respond positively before you have to take more concrete steps.
BTW document everything just in case. You should have a way of monitoring people's productivity, take advantage of that.

You forgot these guys....
If you were 18-21 in BR in the mid to late 1990s....you likely went and sat through their presentation and actually considered hassling people to sell those damn knives.
