You have to talk to your employee. If he is a good one, he will correct the situation. If not, you are better off with him gone. With their ages though, I wouldn't be surprised if it hasn't even crossed their minds as being inappropriate. At they age, they don't think of the business big picture. Let him know the expecations and see how he reacts.

Your company should have a policy that there are no visitors in the workplace. Enforce it equally. If they do not, or other departments does not enforce it, then tell him she cannot be in workplace unless he is on lunch.

Tell that guy that either his girlfriend goes, or he goes.
That girl hanging around your office is a walking liability risk. She is not an employee or a customer, and you have shown a systematic tolerance for her presence thus far.
If she has an accident on the property, you are liable. If she divulges a trade secret she overhears, you will be accountable. If she is sexually harassed, even by her boyfriend, in your office... you are liable. If she commits a crime, like swipe a customer's credit card number from a credit app... you are liable. Her very presence creates a hostile working environment for your fellow employees, who should not have to be exposed to the young couple's displays of affection in what should be a non-sexualized work environment.
You better tell this woman to hit the bricks, and you need to do it YESTERDAY.
