So I posted the photo on Facebook... I couched it in "supposedly"s because I was unsure of it's legitimacy.
My cousin, who is chief of staff for Scalise, put me on blast for it.
So, back to the date... legit or not?

You can see the cart path is under construction. It's a pretty massive project that's going on right now, it has part of the course shut down. He was there as a guest of Dem. super-lobbyist Jim Nickel.

It was a confirmation of the variety and color of trees I'm seeing today, supposedly only one week later than the OP's photo.
And not a single one of these trees is solid, chartreuse green as those trees visible in the OP photo.

That hasn't been proven yet. The cart path is what needs to be confirmed.
You keep neglecting this part of the argument. Your "short-sleeved shirts" and "leaves on trees" arguments hold no water.
See Google Earth imagery below from November 2017 compared to January 2019.
The trees on the course itself appear to be live oaks, and whatever the deciduous trees are nearest the clubhouse lose their leaves between November and January.

I honestly figured the response to this would be “whatever he’s outside no big deal”. Was not expecting “it’s a fake and don’t tell me about the cart path renovation the Russians must have deep faked it there!!!”
