The per-diem hasn't been used since December 2013. The OPSO was budgeted a flat $24 million the entirety of last year and it was paid in bi-monthly payments.

What's REALLY fricked up is that some of the employees, particularly the lower level employees, at Central Lockup (OPP Processing, or whatever it's official designation is) view their job as an opportunity to get back at whitey and/or "the man". On average, I'm considerably less racist than many New Orleanians, but I wanted to strangle the little prick who was "serving" me. He was intentionally ignoring me and generally moving in slo-mo. Being familiar with the type and not being able to drop Charlie Fotie's or Marlin Gusman's name, all I was able to do was sit there and absorb that little prick's abuse. It was ridiculous...
Also... In the early 90s (91 or 92) a different friend got busted for DUI/speeding on West End Blvd after dinner around 8 or 9:00pm. Blew a 0.11 (limit was 0.1 back then) and was going something like 48 in a 40 (I think... But he wasn't driving crazy fast over the limit). To bail/bond out was only $88 and he had the cash, but they wouldn't let him pay. Somebody else had to pay for him! By the time he was able to make a phone call it was around midnight. By the time someone answered the phone (it was a weeknight and before caller ID was commonplace) and he got out, it was the following afternoon.
Central Lockup/OPP is a complete and total Mongolian Clusterfrick, staffed by halfwits who are the beneficiaries of political cronyism. frick that place.
