The dog rescue pros would tell you to leave some food, a warm crate, and something with his owners scent on it nearby where you saw him overnight.

Sit down on the ground and calmly call his name. He’s probably too stressed to be enticed with food. Hearing his name will keep him close. Don’t approach, let him approach you.
