Every car I get in that is being operated by someone under 30 has these settings. Sounds like its coming through a megaphone

Ok grandpa. What kind of classy area do you live in?

I honestly haven't seen someone even mess with EQ settings in a vehicle in at least a decade, probably 2.

Its for cell phone usage when using bluetooth. Makes it sound like you are having a conversation opposed to hearing the bass in someones voice.

Are you a valet? How do you have this many cars to reference?

Generally beats the U shape common in the 70s and 80s.
The settings are probably to compensate for an external source that doesn't have anough gain. This type of equalization is not the same as increasing gain but a lot of car audio systems don't have a gain setting for inputs.
