Harris County Toll Authority and Linebarger Collections

October 2017 I used the Hardy toll road 6 times while in Houston. I didn't receive a bill in the mail so I naively assumed I was in the clear with Louisiana plates.
Fast forward to July 2018 I passed through Hardy Toll Road once again, assuming it was not a problem. Sometime in mid August I received 2 bills, one with 4 tolls from October 2017 and another with 2 from October 2017 and 1 from July 2018. I owed $7.75 in tolls and the rest in fees totaling $87.75.
7 tolls at a price of $87.75 seemed a bit steep so I began the riveting process of getting in touch with Harris County Toll Road Authority. After calling twice and being assured a manager would call me back (which never happened), I tried a third time and finally got somebody with some kind of authority. I was told an $11 "administrative fee" is assessed on each toll to bill out of state drivers.
In the 10 months it took HCTA to process the bill and waiting on a "manager" to get back to me the account had been passed to Linebarger collections tacking on another $100 of late fees.
I've seen a lot of local Houston news articles reporting similar issues with HCTA and the absurd billing prices/fees. HCTA was no use and I have yet to try getting in touch with Linebarger but I'm expecting a similar lack of help. I know TD has a lot of Houstonians and people that visit often so does anybody have an experience/ advice handling this?

I had about 300 dollars in unpaid uses of the toll system. I finally moved here and went in to get a tag. They dropped it to 35$ I think they are a great group of people

To my knowledge, toll fees are NOT like red light cameras. They have full authority/ability to take you to the cleaners.

Wish I had a good answer for you. It's a total fricking scam. I myself am currently avoiding the toll road for that reason. I always paid the tolls when I went through, and still got a collection letter from Linebarger - with no explanation for the $77 they wanted.
Fortunately, it didn't block my renewal here.

Dallas is the same way
I had to pay $900.00 once, 1/2 was tolls and 1/2 admin/late fees.

Try not running the tolls and you won't have that problem.
I've had an EZ Tag for 10-15 years and never once had a problem. If I ran the toll in someone else's car, I'd pay the "fine" online the next day. And the fine is only the amount of the actual toll.......unless you don't address it then they levy a penalty on your stealing arse.

And FYI, "managers" don't call you back. They address it on the phone like most normal companies.
Just teasing you man, you can handle it all by phone. Most of the time they just cancel the fines by phone. My brother had over $300 in fines and they dropped it to $35 bucks last week.

I definitely won't be using the toll roads in the future. The pay by mail option makes it a bit deceiving as this clearly isn't an easy process for them to bill out of state plates.
Do you know if your brothers fines had been handed over to collections with Linebarger? I was told once it is passed over to them, HCTA has no authority to cancel/waive any fees.

I got hung up on one of the toll roads one time with out an ez pass.
called up all fees were waved just had to get an ez pass.

Get an EZ pass and wont have the problem.

I used North Texas Tollroads in Dallas many times with North Carolina plates on my car. Always received bills timely and paid them timely - never a penalty or administrative fee.

When we first moved here my wife got one and they wanted like $85 because she didn’t pay online. They dropped it to under $10 when I called. She even had an EZ tag before we ever got the bill.

Normally with the first offense they’ll wipe the admin fees off. But if you refuse to pay or continuously use the toll roads without a tag, they’ll destroy you.
