Could be one of two things.
1. He is extremely confident and as ease. He doesn’t feel threatened by you and is very relaxed and casual.
2. Like me, he keeps his hands on lock down so that he doesn’t just break into a violent windmill at the slightest provocation.

I was in a televised debate once on local TV here in ORL. The producer coached us to either keep hands in pockets or on lectern fingers interlocked.
He said normal hand gestures and movements read crazy on TV.
Maybe the new-ish guy has a TV background in his CV. Give him a break tough guy. Maybe he's a dago trying to keep things under control.

I was talking to a coworker last week with my hands in my pockets. I was rubbing the underside of my thumb on the keys in my right pocket. It’s an anxious energy thing I sometimes do. Dude looked at my pocket and flat out asked “What the frick are you doing?” We had a good laugh.
