I asked and the DMV wouldn't give a handicap plate, even though the note from the doctor states it's a permanent disability

The general requirements for obtaining a Louisiana handicap tag include:

Being restricted due to a lung disease
Having a Class III or Class IV cardiac condition
Not being able to walk 200 feet without resting
Having a severe neurological, arthritic or orthopedic condition
Requiring the use of a portable oxygen tank
Needing assistance from a walking device like a wheelchair, cane, brace or other similar objects

Looks like it!

My car has the handicap plate, but because my wife's vehicle is in her name, I have to use the handicap tag when we drive her car.

Some families pass it around to others to use who are not really handicapped. Or, nephew or niece is using Auntie’ss or Grannie’s car. See it all the time. My FIL is 90 and MIL’s tag is hanging on the rear view mirror as he drives it. He won’t park in the handicap spots so kudos to him.

There's a lady that walks the neighborhood track almost daily with a hdcp. license plate. She must walk at least two miles each time, maybe more. I believe it's for her husband who I think is deceased. Pit E Ful.

Handicapped or not, a maintenance guy here at the apartment complex routinely sells both handicapped tags & inspection stickers. He takes cash plus $20 for his services. Obviously, as he sells in bulk, he knows someone at the DMV. And he's been doing this for years.
