NOPD talks about it a lot. My opinion, it is individual shitheads seeking retribution on the interstate. Probably using stolen cars which makes it hard to track.

LSP has jurisdiction over all interstates and state highways.
There is no consent needed. City and parish owned streets could make a jurisdictional argument, but not interstate or state owned.
This isn't on Toya, much as we love to blame her for everything.
LSP is a giant clusterfrick of corruption and has been for decades. As much as JBE has helped them with cover-ups, he pales in comparison to what Jindal let them get away with.
Under Jindal, there was a little "joke" among the LSP concerning the DOTD's annual funds. They called the DOTD funds from the gas taxes(which is what the DOTD is funded by) their "piggy bank" or "ATM".
They would take whatever they wanted from the fund for pay raises and new vehicles, while the rest of the DOTD employees were told they had a "pay freeze" and were driving 10-20 year old vehicles, and not being able to match 10-90's or 20-8-'s with the Fed govt. for infrastructure repair.
The LSP is a corrupt organisation that needs to be burned to the ground and rebuilt. And that has very little to do with JBE. It was too powerful way before he became a politician. But when an organisation is responsible for protecting you from harm, how do you make a stand against them?
The funding and functioning of the LSP needs to be taken away from the Governor and given to the State Legislature. No Governor will ever be able to stand up to them with the way it is now.

My wife and I just moved from New Orleans to outside of Tuscaloosa. Previously, both of us worked in the city off of Canal and Tulane, respectively.
Every day I drove in from Kenner, I'd rack one in the chamber and come to terms with the fact I might have to kill a teenager or some other a-hole who never had a shot in this world due to shitty parents and culture.
For a while, my wife was working overnight shifts at both UMC and Tulane Hospital and I simply wouldn't let her drive in or out on those days. There were mornings she got off at 2:30 AM and I'd roll out of bed and go pick her up and go into work at 8. She'd always call me paranoid until a couple of Tulane med students got mugged after dark on Gravier and quickly changed her tune.
It just isn't safe there. I was packing at all times with a loaded Glock 23 on my hip.
New Orleans is a zoo.

My fishing partner and I drive down I-10 through the East during the week between 4:00am and 4:30am from Metairie to Paris Road on the way through Chalmette to Hopedale or Delacroix.
We're both armed and have them at the ready on the truck console. There's not much traffic that time of morning. But....
We're moving our fishing to Empire this summer, hopefully we can make it over the bridge without getting shot while driving.

My buddy was with DEA in New Orleans and his wife was court reporter in 1990s. Even then he wouldn’t let his wife go to New Orleans East for any reason work or otherwise

Oh, I'm aware. Not New Orleans-level problems and every cop I run into out here actually gives a shite. There was a guy they were after at the mall the other day and the Calvary was rolling. Such a quick response from every direction.
Fortunately, we live in what would be considered one of the nicer parts of Tuscaloosa but if something ever did happen, I'd trust the cops to respond quickly. Not in New Orleans, I couldn't.
