I have blonde, straight, fine hair and wear a basic conservative cut fwiw
I use a really small dime size dab of this cheap stuff and run it through my hair when I get out the shower while still wet. Brush it in place, and it is a bit more workable and doesn’t have a look of having any ‘product’ in it. Still soft and no shine or whatever. Super cheap too, couple bucks
No dryer used either

But, for real, I had to drop the '80's Dep gel due to the wet look, too. This works well and is the only paste that doesn't smell weird.

The hairspray I posted on pg 1 works in indoor situations because it doesn't give that wet look if you use it conservatively. If you're gonna be out in the wind this stuff is good and a little goes a long way, and it's very workable. Only $10 and lasts me about 3 months, and i use it pretty much every day.

I’ve used that suave. It’s what the OP is looking for... I will say that I find it a wee bit more holding properties and a wee bit more hardening and shine than the yellow can Axe I posted above... but they are pretty close when going for the ‘no product in hair’ look, if that makes sense
