If they can do that for TB...why can't they do this for something that has caused a worldwide pandemic?
The local public health department is tracking all positive cases. If a known positive person was reported as not staying in and knowingly going out in public...better believe public health will get authorities involved. If the person won't self quarantine...they will force one on them.
This is a public health emergency, you don't get to have the freedom to go to Walmart knowing you have a very infectious virus.
