No they won't. If you call coast guard they'll lock on your coords and send someone to you. At most they will search your vessel to make sure you didn't try to take any

Well, we'll just have to disagree on this. I'm not willing to bet on whether or not law enforcement isn't going to shine a giant spotlight on me and make my life hell once 20 kilos are involved. That shite stays bobbing in the ocean while I go to another part of the ocean. Not my business.

Plus, given the serious people with no senses of humor, I don't want to be connected in any way.

This happens a lot more than you would think it does. Maybe not to the scale of 20kilos, but reporting a brick or 2 to the coast guard really isn't anything to worry about.

No real upside I guess. You could just let it keep floating.

There's no real downside either though.
