I think it has more to do with slavery. Most African American communities have been slow to recover from slavery. People don't really expect much from them, and have come to accept the crime and lack of production.

Read an article awhile back where a poll was taken with minority's not of African descent asking what ethnic group was considered the most racist in America,it was a landslide decision in favor of AA

I am aware of the struggle in the USA. That is why I said worldwide. I know a lot of productive, hardworking black guys. This makes it even more of a mystery why there are no great black societies built in the last few hundred years on the planet.

Africa and the Middle East were definitely negatively affected by colonialism. Not completely excusing the lack of progress, but you can't deny that the effects are still being felt today.
