Green Light Project - Proposed New Roads

The linked article says there is a proposed measure going before for Metro Council regarding a proposed 5-mill property tax to continue the Green Light Plan, which widens and improves roads throughout the parish. The article then says that the roads would likely make the final list are Nicholson Drive, Hooper Road and a new Highland Road-Burbank Drive connector. However, many of the councilmen appear to be opposed to putting the proposed tax measure on the Dec. ballot in light of the recent flooding. One councilmen noted he was in favor of holding off on putting the measure to a vote and commission another study.

I don't really get delaying the Green Light Project and road and drainage projects any further. I understand the impact that the flooding had on many in this community, but it seems like there's always some reason that keeps coming up to delay these projects. There is simply no excuse for Nicholson to be one laned from Lee/Brightside to campus or for that light to not have a turn signal. And there is simply no reason to commission anymore road studies in this Parish.

That aside, does anyone know where this proposed Highland/Burbank connector is? I'd prefer that the City go ahead and connect the Starting Extension from Burbank to Nicholson instead.

Yes - one end connects with Highland Rd and the other links with Burbank Drive in perpendicular fashion.

Project Overview:
The Highland to Burbank Connector is a new location roadway connecting Highland Road to Burbank Drive. The proposed typical section is a three lane curb and gutter roadway with sidewalks on both sides. Both the Seyburn Drive and Kenilworth Parkway locations are being evaluated to determine the best location connection point at Highland Road. This project would provide a vital link connecting the Highland Road corridor directly to Burbank Drive and would be located approximately one and a half miles east of Lee Drive, midway between Lee Drive and Staring Lane. This project would require a new bridge crossing Bayou Fountain.

I'm in favor of almost any mills or gas taxes that go directly to infrastructure improvements.

I see the Metro Council voted to put the new Green Light tax measure on the Dec. 10 ballot. Looking at the proposed road improvements, many are long overdue to improve our city's infrastructure.

Just curious, is anyone against this tax measure and, if so, why? Just interested in hearing from opponents of the proposed tax.

Widening of Nicholson from LSU to Lee and the Highland-Burbank crossover were on the original Green Light plan. So was widening Hooper Road.

Did they run out of money to do these projects and others that were on the original plan? I think we need to know why if this happened.

I also think we need to prioritize some things now. We are in a recession here in La. We just were hit by a devastating flood in EBR and in our metro region.

Did we need a downtown library more than we needed widening Nicholson? Do we need a big BREC millage to keep building parks or should, we improve Hooper Road? And our bus system is a joke, should we ignore the issues there are keep letting good city folk pay a huge tax and not get the services promised.

Kip did a great job with Green Light 1, but now are we learning he over spent?

Kip never did try and reign in BREC, the Library or CATS and let them work independently. Was that a good idea? They seem to be flourishing when we have so many other things we need that are more important.

Should we let the new mayor put forward his/her plan? Or should we commit to Kip's last hurrah and tie the hands of the new administration?

I think I'm voting no.

NO. The reason some of the projects that were listed on both the original PGL and this new tax proposal is to speed up the process of completion

this isn't about Kip, or CATS, or BREC. It's about finally taking action to improve roads.

The people of EBR voted for those millages and while I completely agree some municipal departments are far too well funded for a city our size, we should not let that stop us from taking on the task of improving traffic.

Demand a new vote for the BREC and CATS millages but do not hold roads as a hostage.

Here is what the original program stated:

So again, why do we need more taxes if we have a tax in place to pay off these bonds and build all the projects as advertised?

Is the 1/2 cent tax going away? I don't believe it is. Don't they want to use it for more?

The existing 1/2 cent tax WILL build those projects as promised just on a slower timeline. I think the intent here is to build more projects at the same time than what was originally intended since the city's population has been growing increasingly impatient.

Honestly it is time for the state to look at a Highway Use tax and ban road taxes funded via real estate mills.

I lived in a state that charged 3% of the vehicle's value annually and used the money to improve roads within that person's region. This would take the burden of payment off real estate property owners and place a shared responsibility on all registered car owners.

I do not like forcing land owners to pay for something everyone uses.

Keep the Millages on commercial and Industrial properties but eliminate assessments on residential lots

I heard the city tried to buy out the hardware store at Kenilworth and Highland to put a road there but the hardware store doesn't want to sell.

Its easy enough just to go over to Gardere and get to Nicholson that way. No need to extend Staring any more.

The city could buy it anyway if they wanted to... but it's not the hardware store that's the problem, it's enough East to not be in the way. The problem is that there is a small cemetery behind what is now Sanctuary gifts that would have to be moved.


ETA: And if they did even extend Kenilworth to Burbank, it would be relatively easy to keep that going to Nicholson.

If the bonds have been sold already how would selling more bonds speed things up?

Well kenilworth h already extends from Burbank anyway about halfway to Nicholson. If the city caves and extends seyburn I will be pissed. It will turn into another debacle like kenilworth at perkins is. They are hoping to finally come back and extend kenilworth across perkins.

Sorry but I'm not for spending money on roads when j know we are overspending in other areas.

I'm also opposed to tying the new mayor's hands with a brand new program when we haven't finished the program we started over a decade ago.

What's the rush? Why now? I'm curious as to why so many new taxes right before this election.
