Just buy an engine rebuild kit for like 200 bucks. It’ll take a few days but you will have a new engine, new skills and a mower for just a little bit more than you wanted to spend.

Here is what might have happened. The seller couldn’t figure out why his mower wasn’t starting. He guessed that it might be a weak battery so he replaced the battery. That didn’t help. He then guessed that the problem was with the fuel system so he replaced the pump, filter, and lines. Nope. He said frick it, I can’t figure this out so I’ll just sell it to someone who can and just guess that it’s the carburetor. I’ll sweeten the pot with this original battery that wasn’t the problem and this new blade that I have had in my garage for a while that I intended on putting on at the start of this mowing season.
To this guy, money probably wasn’t a concern. Some people are just not good with small engines and have the means to just cycle through new machines every 3-4 years instead of going through the inconvenience of putting it on a trailer and hauling it to a shop.
This guy probably knows zilch about small engines, tried to troubleshoot with a couple videos, replaced some parts, got frustrated when it didn’t solve his problem, decided to buy a new one instead of fixing that one, assumed it might be a carburetor issue, and listed it low to get it out of his garage or shed to make room for the new one that will have similar issues in 3-4 years.

OP I think I may have a Briggs motor that will work for you. I KNOW it runs. It's on a mower that has a bad deck. I just purchased a new mower.

Doesn’t matter if the guy knew the motor was bad or not. You decided to buy something used from someone. He could have told you it worked great. It’s on you to decide to buy it or not, which you did. The person who went to pick it up for you should have did better as well.

This happened to me:
I have a perfectly fine KTM 85 2 stroke dirt bike that starts and runs like a champ. I cleaned it up to sell and posted an ad on FB Marketplace. The bike sat for 2 months before the ad was placed.
A guy contacts me and wants to see it, buy it, and haul it off. He gets here and the kid tries to kick start it and it doesn’t start. I told him I’d flush the carb and have it started in less than 10 mins. He gets pissed and leaves cursing. Of well.
I have it started in 10 mins, kid rides it, and we park it. Next guy contacts me just offers $200 more so no one else gets it before him. Deal. Everybody happy.
