Yes, near absolute zero. The temps are required to keep the molecules as stable as possible in order to prevent voltage fluctuations. Because qubits can be in multiple states, not just 1s and 0s the voltage ranges are far more sensitive than a traditional binary-based computer.

Regarding the tech it is indeed a small percentage that care but a lot higher by many magnitudes than you suggest. The fricks given when the practical implications start becoming reality will soar the other direction. When it starts to get seriously implemented quantum computing will be one be of the larger paradigm shifts in the history of mankind.
