I used to work in downtown BR and would drive through the hood on the way to work, sometimes late mornings if I’d i was working later that day or the night before. I would cut through the area around 10:00 or so and there were always able bodied men just walking the streets, hanging out on porches, etc. it baffled me. I was working 2 jobs at the time and these folks hung around burnt out fires in the yard all day, no doubt remnants of doing the same thing the night before. I don’t know how you can waste your
