All vehicles registered in the parishes of Ascension, East Baton Rouge, Iberville, Livingston, and West Baton Rouge must be inspected in one of those same five (5) parishes.
Also:
The cost for an inspection in the above listed five (5) parishes will be: $18.00 (Tax shall not be charged)
The cost for an inspection in all other parishes will be: One Year $10.00, Two Year $20.00
So those 5 parishes pay almost double others

That's not 100% accurate. Vehicles over 25 years don't require emissions testing in those parishes and can still get 2 year stickers. In fact it's easier on vintage and hotrod cars to do it that way rather than have to deal with the more stringent inspection by LSP / NHRA.
But back on topic, as far as the topic of the glue goes, the inspection station where you got your vehicle inspected is supposed to replace it if it falls off. It's a major PITA for them as they have to manually log the changes AND perform a new inspection at no cost.
