Glory hole in California

One lucky drone pilot who goes by Evan K on YouTube got permission from dam officials and caught some truly stunning footage event from the air, filming the spillway by drone for the very first time. The results are truly stunning:

Through the entire footage I was thinking -- why tthe hell call something that amazing a "glory hole"? Then I remembered, oh yea, this is Cali.

Can anyone explain how the frick that works, it looks like all the water would go rushing in, I am so confused
Update: don't google how does a glory hole work. I knew there would be gay stuff, but not that there was only gay stuff and no info on this
