Perhaps he didn't word it the best, but I understand what he is saying and he has a point.
I would say that majority of schools would be a lot better off if you could remove 5% of the total population in each school.
The kids who don't want to be there and whose parents aren't going to help the situation.
Get them out of there and send them to an alternative school that is like a mini jail like we use to.
I have zero problem with that.
It use to be as simple as four expulsions and you are out, now it is an act of congress to try and expel a kid.

The way Alternative schools use to work (someone correct me if I am wrong) is that if you were put out of your school (expelled), you would go to one of these schools. The school would send over your lessons for the week and you would be responsible for completing them.
You were in a single class all day, lots of resource officers there, and no extra activities. It was just work, lunch, and then work.
At the end of the year you had to have a hearing or something to that effect to see if you could come back to your school.
You basically had to earn the right back to go to you school.
ETA: or your parent could put you in a small private school (like Jehovah Jireh or Stark).
