That is a bit of a reach brother. I do not think the days of neighbors helping parent exist anymore period. That is a whole different conversation I believe. Trust me when I say, back in the day, the same held true in black neighborhoods as well, but we live in a different world today.

something similar is my solution, but it would never fly
basically, if parents want to use school as daycare and their kids only want to disrupt classes of others, then they should go to "daycare" school
this saves the poor lower class kids who do want to learn and better themselves by allowing them a chance to learn without disruption by evil children

I've also seen exactly what i explained earlier play out in good neighborhoods. It happens,and you just cannot as a white adult say anything to a young black person without their parent coming unglued. And yes,i said parent not parents so

I agree they need to be removed but daycare school is a terrible idea since it will only prepare them for jail and/or welfare, both of which are very expensive. They need to be forced to do manual labor in military style camps for awhile and then given another shot, if they frick up again send them back for longer. After they have been there awhile give them the option of learning a skill, if they decline they need to be forced to break big rocks into little rocks all day. If they refuse to do that put them in solitary until they are begging to break rocks. If we did that it would fix the school system within a few years.
