Definitely ghosts.

Don't even have to. My driveway cam is near a light and records some crazy shite at night at 24fps. Some of it looks like ghosts.
Until someone gets a ghost on camera at 60fps, it's bullshite like insects or other objects crossing the frame.

I don't think its fake but if you look at the black dot in the bottom middle you can follow it to the "ghost" that looks like a smudge getting reflected.
