No license plate light and no insurance.
You will get pulled over OTP (outside the perimeter) around metro Atlanta with a license plate light out.
The insurance thing, in GA of your insurance lapses your registration is canceled so this is why they run plates all day.
Leave ITP (inside the perimeter), local neighboring communities use the traffic stop to “earn” the bulk of their $. And they are supported by their judges, prosecutors, for-profit jail industry heads (who funnel $ to the Senate and House in D.C. to pass laws that make the industry heads richer), even city government gets in on it, the probation offices, the community service free labor, fees upon fees upon fees. Then when they get off probation, hook em right back in.
If arrested in the ATL metro area by city or county or state, the processing time is equal to hours billed so you are going to spend AT LEAST (according to a client of mine who works at the county prison 2 counties east of Atlanta - Rockdale??? I forget) 12 hours in jail so they can bill the state for the body they incarcerated. If city he said you spend 12 hours in city so they can bill a full 24 hours (even billing for meals you missed.
After this 12 hours in city, he said you get transferred to county bc city is just holding. Then in county you will spend another 12 hours or up to 9pm so the county can bill for providing the incarnated person 24 hours of services.
He said paperwork is done very slowly to hold the person there before the bail bonds show up.
He also said in his county and in DeKalb you are unable to pay your own way out with your personal card. It has to be on a money order.
This is all for the average Joe.

the last thing I need is to be stopped on my way out my neighborhood
I also believe LEO should not be able to pull over people in their neighborhoods, that should start after leaving neighborhood.

Looks like "exercising his rights" is the only exercise he gets

WTF? With that logic, why not extend it to the city you live in, or maybe just a 20 mile radius of your residence, eh?
You're a dumbass!
