Mine’s pushing out blooms. Not sure what that tells you.

Planted one this morning. You want to do it before it gets too hot

I was always told to plant everything in fall. It makes their roots dig deep.

how long does it take to get a solid productive satsuma tree

If you're growing from seed it will be years before the first fruit production.
I imagine OP is asking about transplanting.

Plant if any time as long as you're willing to water it.

To be fair, I’ve never researched it. It’s just what my grandpaw told me. if it ain’t broke....

If anything it allows the root system get situated in less harsh conditions than summer heat but I've planted tress at different times of yr and watering is the critical thing.
I put a pipe in the ground next to the root ball so I can water itt without having to drip a hose all night to get water to the root ball.

you want to plant after the end of the last true cold snaps getting into the 50's at night.
so now is a good time. you want them ready for the spring growth spurt with the grass turns green and we start getting into the 80's.
i just planted an orange and a satsuma tree last week
remember to water it early every morning and every evening for the first week after planting to help them get a healthy start
