I mean the impact was on the 93-99th floors. If you listen to the audio they were trying to figure out if any elevators were working in order to practically get firefighters and equipment up to the impact zone. In the South Tower one of the fittest firefighters in the department had just managed to lead a team to up to the 78th floor sky lobby when the building collapsed.

The camera guy stuck with Joseph Pfeifer who was running the operation. The guy running the show isn't going to be climbing the stairs. It is documented that firefighters reached the impact zones. Those FDNY firefighters were superheros. If they had more time they would have gotten everyone out.
