Honestly, the best thing for her to do is to download the google translate app and take a pic of this tag. Edit the pic and raise the contrast so it'll be easier to read beforehand.

Have you tried unplugging it and seeing what doesn't work? Also, just convince her to open that wall. not like it's a well finished wall.

By the pic, it looks like there is a piece of OSB covering the hole, and if so, it should be able to be unscrewed.
If not OSB, then it is a shite patch to begin with and no harm in removing it to find out where that wire is leading because that certainly isn't up to any electrical code I'm familiar with.
A bit of redneck engineering there, and very sloppy at best.
