Unless there was some seriously jacked up electrical work going on there (not surprising with what I see there) that is the factory cord for whatever is on the other end. Meaning whatever is on the other end shouldn’t be too far away. I know you said immediately on the other side is nothing, but what about the other wall? The one perpendicular to those? Is it an exterior wall? The wall that has nothing wouldn’t be bathroom would it? Maybe a jacuzzi tub?
Possibility that they took a cord off of something and spliced it to whatever cord was on the appliance that it goes to. If that’s the case, it could be anywhere. I’d lean toward attic exhaust fan in that scenario. Take the piece of OSB off and see if cord goes up. Go to attic and see if it pops up around that area.

It's just some handy man's idea of a practical joke. He goes behind that way for board, wraps around a nail, and is wire nutted off.
