It’s weird like that. It all depends on the characteristics of the storm itself. My Dad’s generation says Betsy was the worst thing they’ve ever seen in their life, and it made landfall as a category three.

Yes. Depending on the storm sometimes when you're on west side it's like you don't even notice the impacts.

Depends exactly where it makes landfall but 7pm between St. Mary and Terrebonne parish seems to be the consensus.

Yes, depending on the structure and forward motion of the storm.
Something I didn't know until a few years ago was that the forward motion should be added/subtracted to the storm relative winds. See the image below that was created on a potato:
