The comment about 400k barrels of production already shut in is referring to upstream production, presumably offshore. Which shouldn’t be a surprise at all.
The comment about 5.8 million barrels of refining capacity potentially being affected is silly, I would even say absurd. Louisiana as a whole represents about 3 million barrels of refining capacity. Mississippi is another ~400k. The storm would have to shut down every refinery in LA and MS plus like 30+% of TX to take 5.8 million barrels of capacity offline.
