They have had numerous witnesses and the most aggressive thing Kyle did was tell some lady, “I love you too” when she screamed obscenities at him. Of one witness said he has acted out once.

He didn't. As he was asking people if they needed medical attention, Rosenbaum started to chase him and it went from there.
The fantasy about KR that they've concocted in their minds will never match the reality on the ground. But, then again, these people live in fantasy land when it comes to life in general.

Again, he didn’t do anything wrong but everything was extremely avoidable
